O.P.P. SIM II

I have question regarding OPP SIM II. What is it exactly used for? I here units from different parts of the province on it . Most of the time u can here the mobile unit, but sometimes u can here the dispatch center or both transmissions. The only time I heard it in lengthy use was when there was a police chase from Ontario into Quebec with K9 unit involved. Any of the readers on here have any information or something they experience in monitoring SIM II would be appreciated.

i have several pursuits where the dispatch has told all units involved to switch to sim11. Why i don't know, but that was offten the case on the old system also
