I guess that is sort of what I heard too. So they cannot go in with help correct? I thought that in the Aurora shooting they don't do that anymore but we must not be getting the whole story. That is what they did at Columbine and thought maybe stopped with that tactic. Maybe there is triage inside the building. I hope.

In law enforcement circles, when a situation is described as "Fluid" it means basically the situation (Whatever it is) is an ongoing event.

In this case, they are still probably are trying to determine how many people involved or if there are other public safety hazards (Like as in Aurora or even Colombine).

You can definately bet the police know a bit more than what they are releasing to the public. No sense in jeopardizing an on going investigation.

Thank you for that information. So, do you believe that they would keep injured inside? Now I am hearing they are talking to witnesses. My concern is that there injured that cannot be helped.

As a career fire officer, I can tell you that there would have to be very, very extenuating circumstances for me to order units into a scene that hasn't been secured by law enforcement. I know that there are people inside that need our help, but if there's still an active threat, I wouldn't be comfortable sending my personnel into the scene since they're unprotected (police escort, body armor, or weapons) and untrained to deal with the active shooter.

This continues to be protocol for most fire & rescue agencies in the US.

I was just outside the inside perimeter. Here's some photos I took:

It went from very crazy to very eerie as initially I witnessed 3 ambulances leave the area enroute to local hospitals and the big traffic snarl caused by the initial confusion of road closings to eerie quiet and silence as family filed into the area.
