Oakland Co Conventional Interop Freqs

I was just wondering if the "conventional" Oakland county interop freqs listed at Oakland County, Michigan (MI) Scanner Frequencies and Radio Frequency Reference could be monitored or if they were part of the Open Sky system. I programmed them into my PSR-600 and even with ATTN and closing the squelch control all the way all I get is continuous static. (Freqs in question are Oakland I/O1 through Oakland IO11 and I have them as FMN and not FM)
