The current patch system, for the most part doesn't work. There is no direct access to the mpscs from the current system. There are a couple of patch channels that don't work. They specifically said you could try calling on them, but there's no guarantee someone will answer.

Interop doesn't exist. It's so bad there was a chase that started in Madison Heights and went to a foot pursuit/search. Madison Heights Police (OpenSky) could not communicate with MSP (MPSCS) while searching for the suspects while searching the area.

The only other option is to reboot your radio to access the 7/800 calling channels.
Then you have to reboot to OTP mode to get back on OpenSky.

For the most part, the voice quality and signal are pretty good with OpenSky, at least in the metro areas.

In neighboring Macomb County, MSP monitors MASH (both MPSCS) and assists them on calls quite often. They work together with CBP (MPSCS) as well. An officers' radio is his/her lifeline. It is so wrong in so many ways for Oakland to build out an expensive system within a system. Where is the oversight?

Very true! Just ask the City of Warren, Michigan. They used to have an independent 800MHz digital system. They've since joined MPSCS.

This is OpenSky audio , parts of which were used for a training video. It's about 3 years old. On it are routine general police and fire dispatch calls selected from 3 area users. No traffic is special talkgroup or anything along those lines.
The beeps are because the radio is in scan mode. The beep alerts you there's a call on your primary group and the radio returns there . Judge the system quality for yourself:

Some quick concerns from a resident that has to pay for the new system:

1: The cost to develop and implement a totally new system vs adapting to the MPSCS system which has been done numerous times by the other counties
2: The cost to replace all of the fire pagers when the current paging systems work fine.

The conversion to the MPSCS system will meet all the needs of the county. If the Oakland county was not able to raise taxes (cell phone surcharge) what would they do?

NO NEW TAXES!
All that and you are paying a LOT for encryption that they "forgot" to include until last month

Can we not publish oversight meeting documentation? I don't believe that's all been made public yet. Some of us have a legitimate operational need to know, and I don't want to tick anyone off to stop the flow of information. It's hard enough to get the info and I need to plan budgets, internal cutover plan, and replacement (or not) of existing equipment.


Let's not confuse encryption on the IP network and the radio over-the-air. I believe the state even encrypts everything over their IP.

Encrypting every radio is a waste. Far fewer people can hack radio systems. And far easier to just mess with the RF to cause problems. This is purely to keep scanners in the dark.

IP however, is accessible to every dork living in a basement around the world. Generally, much of this stuff is isolated and never touches the internet. But I believe this new stuff will have some level of internet connection.

We're not really getting any useful info from the minutes that were posted. The system will be phase 2 and they want f/t encryption.
Big deal. Completely expected.

The only insight we obtain is the amount of money being spent (wasted? Again), which looks like a fortune.

Just because it uses IP, does not mean it is tied to the internet. (Such as the military's SIPRNET.)

It from their website under meeting minutes. I'd say that is as public as it gets!!

A better question is why aren't any of the radio committee minutes posted??? (Michigan Open Meetings Act violation??)

So the big question is are they going to fund things via the special "tax" that they did for the OpenSky system that a lot of people claimedwas improperly done?

The good news is that you OC'ers are already accustomed to not being able to monitor the system, so no new complaints or sobbing if (when...) you learn they want their new system to be encrypted.

Pontiac, Mich., June 17, 2019 – Oakland County is enhancing the safety of residents, guests and businesses by improving the ability of first responders to communicate with each other during emergencies, including seamless interoperability with neighboring counties as well as state and federal agencies, County Executive L. Brooks Patterson announced today.

The county has entered into a contract with Motorola Solutions to replace its aging public safety radio system with the ASTRO® 25 land-mobile radio (LMR) network which will interface with the statewide Michigan Public Safety Communication System (MPSCS). Oakland County will be the first user in Michigan to utilize Motorola Solutions’ “Phase 2” technology that will more than double the number of users on one system.
