Oakland FD on Alameda County trunking

I have been listening on and off for the past few days, and noticed the past 2 days, that I have been hearing Oakland Fire dispatch and FD crews responding to calls on Alameda County's trunking 800MHz. The channel they are on is CO Mutual Aid TAC 1, or talk group 48016. Does anybody know why they have been using ALCO's system?

Could it be a patch for mutual aid purposes?

OPD Command (EOC) had been using this talk group during the OccupyOakland activities Tuesday and Wednesday. Not sure why they patched in the FD yesterday.
