Observed Changes to NYC ICN P25 System

After years of inactivity of the Site 31. I started observing DSNY traffic are now carried on the Site 31.
There are still substantial traffic on Site 30 but it seems to be carried on both Site 30/31. I also see some rejections on Site 30 for TG 10225 (DSNY Manhattan Ch. 1)
