Oceanside police

I'm getting back into scanning and a lot has changed since the days of crystal controlled scanners and the basic LCD scanners where you just enter in the frequency, I'm interested in scanning the departments below but not sure the scanner I want can do this, I have written Unbidden countless times with no reply, Item I'm looking at the New Uniden BCD536HP base scanner, I would like to scan the following department.

Oceanside police and Fire departments
Carlsbad Police and Fire
Camp Pendleton Police, Fire and Air Ops

I see no listings for any agency above that shows police and fire frequencies, am I doing something wrong?

Carlsbad and Oceanside operate on the San Diego County - Imperial County Regional Communications System (RCS), and operate on the North Simulcast cell.
(Both fire agencies are dispatched by the North County Dispatch JPA 'NorthCom").
