Short answer is yes, but lots of encryption on the system which will prevent you from hearing anything. GA people may be able to respond better.

Looking at the info available in the database & assuming it is accurate, only talkgroups listed as mode "D" can be monitored. Those ID'ed as "DE" are encrypted full-time and therefore cannot be monitored. For example...
