I was driving when my signal stalker got a hit on 166.000 and has two beeps every 8 to 10 seconds (like the old type ii motorola systems)
Does anyone have any idea what this belongs to?

That sounds like a channel marker generated at the console to indicate priority traffic needing a channel. Was there any voice traffic?

Many thoughts, for your research

a. The Band has been open with the current WX Conditions.
b. Image from an 800/900 TRS
c. The use of 166.0000 runs the gamut of agencies, so nothing stands out.
Outside of the DoE in SC for a TRS (Aiken), all others are Conventional

I don't recall EVER seeing a VA use VHF trunking.....tho.... [nothing is out of the question]
Yeah but in a part of jackson it was real strong.
I have a feeling it is part of the va or a disconnected trs ( no imaging i checked that)

Yeah i dont ever recall it also but this is a band i never really check till i moved here.
But with the goverment who knows.
It could be a flood monitoring system for the usgs since the flooding is ongoing here. Just and idea

USGS and NOAA are generally Telemetry, not the Open Carrier of a Failsoft.

Looking at the FCC web and knowing the Band Openning, it could be MO or NB VHF TRS
unless you find the signal more local.
Site / Frequency / Market Search Results

2 beeps is a PA fail condition on conventional stations.

In failsoft, the tone (single low tone) is not broadcast over the air, it's generated by the subscriber upon entering failsoft condition.

Update

Ok so it is still broadcasting with two beeps, and still. I change but a while back I heard a few voices on the freq, but not much more then that.
But I did track it down to the v.a. Hospital here in Jackson
