I'm trying to listen to ODOT in Beckham County for road reports with the snow. I'm not getting any traffic on 151.025 which used to be quite busy with plows. Anyone know if they moved or have setup a LTR out here?

LTR, yes, but allegedly of the Passport variety that scanners can't follow. Not that I've ever tried. Not sure I can hear anything on those channels from Cleveland Co ...Guess I should try ...
When I lived in Stillwater during the big storms or 09 and 10 I heard ODOT on their new LTR Passport systems out of Perry and I think somewhere in Lincoln county. Yes you can't monitor Passport with a trunking scanner but you can still enter them in as conventional if the repeater open and closing constantly doesn't bother you. I heard the new sites just fine and yes most are close to or west of I-35.

That's how LTR works. All transmissions are made on the talkgroup's home repeater unless it is busy.
If you have a talkgroup listed as 0-01-123 in the RRDB
0 is the area code, 01 is the home repeater, and 123 is the talkgroup ID
The home repeater numbers are the LCNs listed in the RRDB and the LCN order you program in your scanner.
