I don't know about "fee or no fee."
But when you consider how closely some security officers work with the CMPD patrol units in the uptown area, it would make sense to have some private agencies on the city's trunked system.
For instance - talkgroup 5424 / Government Center Security. Most of the people providing security in the Government Center work for a private security company. I think the only exception are the uniformed CMPD officers at some of the public entrances.
If you have security on the same radio system as local public safety, someone on the Bridge at 911 could easily monitor the private security comms - when alerted, and even patch their comms into a CMPD talkgroup or regroup channel if a situation warrants.
I would not be surprised if there are multiple talkgroups for private security services, although I have no evidence of such. Just by themselves, BOA has several key buildings in the uptown area, and a couple of them seem to have a higher level of facility security for entry than the corporate center. For instance, the guards for the underground entry to Founders Hall will do a underside and interior inspection of my vehicle before I can pull off the street.
