Once NEXTCOM starts happening you shouldbe able to buy portable equipment for reasonable prices. (well, as reasonable as it gets)

Hard to say if it will get into scanners quickly, as it has the same licensed vocoder issue as P25 (I don't know how big the "Aircraft Scanner" market is compaired to teh "Police Scanner" market.

The DOT inspector general stated in April 2004 that the NEXCOM ground system (integration of the digital radios and FAA telecommunications network) will be postponed.

Next Generation Air-to-Ground Communications System (NEXCOM) is an effort to
replace aging analog radios and foster the transition to digital
communications. The first segment of NEXCOM (new radios and new ground
infrastructure for digital communications) was expected to cost $986
million. However, the full cost of implementing NEXCOM throughout the
National Airspace System was uncertain, but later segments were estimated to
cost $3.2 billion. In addition, NEXCOM was controversial with airlines
because of FAA's preferred technology. While FAA will move forward with
replacing older radios, it has postponed making decisions about NEXCOM
ground system development.
