Back in the 80's I believe, there was a multi-agency frequency known as L.E.A.R.N. (lLaw Enforcement Assistance Radio Network) used in the upper Ohio Valley specifically in Jefferson County and by Brooke County (WV) for interstate emergency communication. Local Ohio police depts. would talk to each other as well as with OSP and police on the WV side of the river. I hadn't heard it for a long time and especially not now with MARCS. Does anyone else remember this early multi-agency network?

Sure do. I rarely hear 154.935 used locally -- I still here radio checks, when I'm inclined to listen, from bases up north of me.

On 155.37 I do periodically hear the OSP planes and|or various law enforcement in Carroll / Stark / Tuscarawas / Wayne.

On the WV side, I run across traffic on 155.37 a couple times a week, usually between Hancock Co S.O. units and perhaps New Cumberland or Chester PD (If either exist) and East Liverpool PD.

I do remember when 154.935 was very active across Ohio.

It's actual, official name is Ohio LEERN (Law Enforcement Emergency Radio Net), and it's very much in use in many areas of Ohio. It's not used for car-to-car so much any more (especially in areas which have migrated to 800 MHz) as it is for alert broadcasts and the like, which was it's original intended function.
