WS1040: Ohio Marcs Phase 1

I have a WS140, and I have the PSREdit 500 software. I used to have a Radio Shack analog scanner but it quit working after Montgomery County switched to Phase 1. I have the radio reference subscription and I selected Ohio, etc. I have found the desired talk groups. What Transmitter Selection site should I choose? The closet one to me? I have chosen Montgomery County and City of Dayton but I have only been able to get very limited transmissions from the talk group I want to listen to. For example, the officer with say "38 back in service" and you would typically here a response from the dispatcher confirming. I have also only had a few transmissions I have heard in the last 18 hours. Do I need to modify any of the default settings? Thanks in advance.
