In addition, I believe some older generation Unidens with the digital cards are also currently able to monitor MARCS such as the BC796D and BC296D.

You should get a scanner that supports rebanded systems, since MARCS will eventually be rebanded.

I'd certainly recommend the newest generation scanner you can buy (RS PRO-197 / PRO-106, Uniden BCD996[X]T / BCD396[X]T, or GRE PSR-500 / PSR-600.
