Are the 800 MHz I-Tac channels used on the OKC EDACS system and if so, does OKC Police have access to them? What about their use on the state DPS system. Can OHP use them? Who all uses them in the metro area?

OKC has all four of the I-Tacs at multiple locations with patching ability. They are available for anyone within their range to use. The way to access them is for the units to access OKC dispatch via phone (911 transfer or direct dial) or calling for OKC dispatch on the I-Call channnel.
They are very VERY rarely used just about everywhere from what I understand. They are considered for emergency traffic only. I listen to them often when mobile in other parts of the country and have only ever heard the Morse Code ID'er. From what I heard they were used pretty extensively in the New Orleans area after Katrina knocked out their TRS.
