I recently acquired a Uniden SDS-200 from Bearcat Warehouse and had them program those counties but also the one I live in. I am receiving what sounds like un-demodulated modes for the Okfuskee sheriff and car-to-car, as well as another on the McIntosh favorite file. I did another search of the database here on Radio Reference to affirm a change and as yet it has not been updated, Is anyone else in my area having the same issue for the Okfuskee County Sheriff and car-to-car? I have already contacted the seller about it and they do not know about a change to the modes used, but it sounds like possibly P25 or DMR yet I bought the DMR unlock and P25 comes included from the factory so?

Were you getting this early this morning? And does it seem to go away later in the day? If so, you're probably getting intermod from paging transmitters. VHF was open over NETX/SEOK this morning with some far stations coming in strong.
I am still getting this, and every once in a while, after the scanner stops on those channels, there is a CW ID after the ending of the buzzing. The buzzing has variations of tonal quality. I am now thinking they have switched to some form of encryption. This is a somewhat oddity as that county is small in size and population density is pretty sparse.
I am also a licensed Ham radio operator and currently have a 70cm beam in vertical polarization at 25 feet connected to the scanner, although with the antenna supplied with the scanner, I still receive these signals

If it sounds like static/loud white noise ending with an obnoxious BRRAAANNMPPPPPT kind of noise, it's probably encryption. VHF was open again last night/this morning with Broken Bow's NWS station booming in Kaufman, TX, so it could be from anywhere in the region. It drove me nuts at times in Houston, having that noise come in on an active local channel.
Certain times of year it can get hard to pinpoint where a station is, especially near border. If you can record the CWID to decode or even catch a tone or NAC to narrow down the search, you'll be able to figure out if it's your guy's encryption or just someone so impolite as to let their RF wander about aimlessly.

Decode the CW ID call sign and look it up on the FCC ULS website.

I am going to surmise it is a signal strength issue as my home as well as most of the town I live in sits in a depression. The other towns and counties may be out of my line of sight due to the surrounding terrain being on average more than 100 feet higher in elevation. They too are situated in lower elevations eliminating a clear path to my antenna at 35 feet AGL. The antenna I am temporarily using is a 70cm directional beam, when pointed in the direction of the frequencies in question, I did finally hear some decoded voice transmissions from I assume a base station, but car to car was the same noise undecoded. The area in question is 18 or more miles from my location, which does lead me to believe that my assumption now may be correct. Thank you all for your responses to this thread.
Since Okfuskee County Emergency Management is DMR, I suspect the sheriff is also, but no one has submitted that informaton to the databaase.
Program your SDS 200 to "digital Only" for that channel and it should lock on the audio if its getting enough data. At least it will stop making that annoying analog modulation of digital audio.
The scanner should display the color code data if you have set up the DMR upgrade. Be sure to submit that to the database.

The issue was solved yesterday by finally getting a discone antenna up about 30 feet above Ground level. The signal strengths out of Okfuskee County Sheriff's dispatch and cars were not strong enough to decode, but once the antenna was up, all became readable. Surprisingly, there is still a hill between here and there. Of course, Henryetta itself is surrounded by higher terrain, so hearing anything beyond line of site on these frequencies is usually a problem I have here.
