Citywide Trunked Radio System – The Installation phase of the new trunked radio system is substantially complete. Construction of the required towers and equipment shelters has been completed and accepted by Council on October 19, 2004. Both the microwave system and the radio systems have been installed and optimized by the vendor.

Acceptance testing has commenced and can be categorized into 3 general areas. They include:

1 Coverage / Signal Strength Measurement – This testing involves driving through the entire metro area with test instruments that measure the actual transmission signal strength both to the radio from the towers, and from the radio to the tower. The signal strength measurements are captured at regular intervals and attached to GPS coordinates. An analysis of the results provides both visual and statistical evidence of compliance with contractual radio coverage requirements.

2. Functional Testing – Testing of the required system functionality was conducted this past winter in a staged environment at M/A-COM’s Kansas City facility. Equivalent functional testing will now occur in Oklahoma City to ensure that all required system functions continue to operate within the installed environment. Some functional tests cannot be performed until after the construction of the new Emergency Communications Center is completed. Equipment used for interoperability, recording, and console operations will be installed and tested in January following the building construction.

3. Voice Quality Testing – Following completion of the coverage and functional testing, personnel from the City, the vendor, and the consultants will begin to test the audio quality of the radio transmissions throughout the City’s required coverage area. Tens of thousands of test calls will be made within predefined test grids that include both on-street and in-building test points. A scale will be used to rate the quality of the call for completeness and clarity. The Acceptance Test Plan (ATP) sets forth contractual requirements for statistical compliance.

The first half of the ATP which included item number 1 and portions of item number 2 above began on October 11, 2004 and was successfully completed on November 17, 2004. The remaining activities of the ATP will be conducted during the second quarter of this calendar year following completion of the Public Safety Communications Center. Once all testing has been successfully completed, a small subset of the City’s fleet will be chosen to transition to the new system. This subset must successfully operate for 60 continuous days prior to commencing the cutover of the remaining fleet. We anticipate fleet cutover to begin around October of this year.

Heard them yesterday, doing a zone test of some kind. Radio checks from all over town, on the Central system.
