OKWIN new site 54?

This morning there is a good band opening. I'm running Unitrunker on Ardmore (38) and Tishomingo (35) sites.
They both report a neigbor site number 54 with control channel 537 (853.4500).
This site isn't in the database and 853.4500 doesn't seem to be licensed anywhere in OK and I don't hear anything on it.

I just discovered that Site 54 also shows up as a neighbor on the Walters site.

I'm wondering if they have a new tower going up near Altus, they are using Baker Peak site now for Troop M. Just a guess.

Well it is about 3 hours since I first logged it and I can no longer hear the Ardmore and Tishomingo sites and the Walters site stopped broadcasting it as a neighbor.
I couldn't get Lawton today so I don't know if it was on that site too. I don't think I tried Baker Peak until it was already gone.
Judging by what I saw I would say the most likely location would be in Stephens or Jefferson County but I couldn't find any FCC applications or licenses for those counties. If it was near Altus it should not show up as a neigbor site in the Ardmore area.
Maybe they had a SOW or the air for a while or were testing something new for future use on the main system controller.
