Old Callsign info

I collect emergency service related license plates, I recently came across this topper. I think it either was on a communications truck or on a volunteer's personal vehicle. Tried to look up the callsign in the current database without any luck. I was wondering if anyone had an old Police Call or something

CB Callsign. If I recall correctly there was a group with that name similar / prerunner to REACT

RACES and ARES are for Amateur radio.
REACT is the CB version.
