Old Harlan County Sheriff (VHF) Channel

I have noticed that on the old Harlan County Sheriff Dispatch channel (159.210, 131.8 PL,WNBZ968), I hear it keying up but no one is talking. This happens several times a day.

1. Any idea what causes that?
2. Is this channel still used, just as a backup?

Is just a carrier or do you hear data. May be using to turn on off other equipment

It's just a motor like sound for like 1 or 2 seconds, then it's still keying up but no other sounds. If that makes sense

Do you have the tone squelch enabled or is it CSQ? Motor like sounds are often signs of NXDN. Harlan is a heavy user of NXDN
