I guess I missed the point of the original post.... I was under the impression that it had to be the oldest one that is programmable (via software), since most used pots that part wasn't really relevant. I was thinking this was more of a "who can remember when programming software came out" kind of thing.

Yes!

Yes, it is narrowbanded. Technically all scanners can receive narrowband but this one does have the ability to limit the bandwidth to 12.5 kHz.
