Mounting to a roof pipe like that puts more wind load on the pipe and it may slowly over time wear a small water leak into attic.

I have both the Omni-X and the D130N installed on the roof, with LMR400 coax for both connected to a switch
That's a perfect setup to compare antennas. A dipole type of antenna should be slightly better than a discone, but the Omni-X has it's VHF dipoles tilted and are in parallel with two other dipoles that interfere with impedance and direction patterns so will probably create dips and peaks over a whole frequency range like VHF-air.

One thing to look out for about discones are that a full size one can be 10dB down in signal at the 800MHz band and are really only good up to 500MHz and should have some filter to switch in another antenna like a vertical whip or dipole for the 700-900MHz band. Or have the scanner that are connected to the discone to only be programmed with lower frequencies, if coverage and signal strength are an issue.

The Omni-X has one tilted dipole for vhf-air and another tilted for vhf-hi and a third straight vertical fat dipole for 300-500MHz and doesn't have any elements tuned to the 700-900MHz band, so could be equally bad as a discone at those frequencies.

No I haven't, most all is currently a different language to me. All I know thus far is that I'm into this "new hobby" for about $950+, plus hours of time spent and still just have an SDS200 w/ stock antenna, good 800-900, P25, but only mediocre mid 150,s which is most of my local in this area. Seems the more time I spend on here, and the internet in general, the more confused I'm getting. I may just unplug and put it up in the closet :( Thanks!

Scanning is a technical, complex hobby. There's a time to set it aside and take a break for a while, nothing wrong with that. As you learn more and build out our your antenna setup, it only gets better. So hang in there. Eventually, you'll be at a point where you've got a good outdoor antenna setup and you can finally sit back and do some good monitoring! (y)
