Once again i cant find this frequency

For some resin I cant find this frequency in midland county or surrounding county's. The frequency is 461.77500. It sounds like some one that dose transportation, but I'm not having any luck finding out who and from what county...any help would be appreciated.

Looks like an LTR system so many business' could be using it.
