If CPD folds into SO, they wouldn't keep the EDACS would they? Maybe all go to the 700 system down the road?

The city of Clearwater is looking into cutting its police department and replacing it with the PCSO.
CLEARWATER (Bay News 9) -- The city of Clearwater is looking into cutting its police department.

A new report says the Pinellas County Sheriff's Office could take over instead, saving the city millions of dollars.

The city asked the sheriff to come up with a proposal.

Sheriff Jim Coats says it would cost about $29.2 million for his office to take over the basic operations of the Clearwater Police Department.

Currently, the police department has a budget of $37.4 million, so that would be a savings of $8.2 million a year.

The sheriff says he could save money by consolidating jobs but his proposal would leave the same number of patrol officers and detectives on the streets.

The price tag does not include the cost of maintaining a police station or substations in Clearwater, so that would make the number go up.

The city manager is currently reviewing the proposal.

All of the major cities in Pinellas, including St. Petersburg, Clearwater, Largo and Pinellas Park operate their own police departments.

Nah, seminole and dunedin aren't major. Belleair, also small and just south of clearwater, went PCSO a year or two ago to save money. someone from work said clearwater will let the voters decide this one. clearwater is pretty big, though. why not Largo and Pinellas Park and the others, too?

What does sovereign nation status have to do with a police dept. providing service at a better cost. Most small agencies are not full service anyway and have to call the SO for assistance on major cases.

SOVEREIGNTY. The union and exercise of all human power possessed in a state; it is a combination of all power; it is the power to do everything in a state without accountability; to make laws, to execute and to apply them: to impose and collect taxes, and, levy, contributions; to make war or peace; to form treaties of alliance or of commerce with foreign nations, and the like. Story on the Const. Sec. 207.
2. Abstractedly, sovereignty resides in the body of the nation and belongs to the people. But these powers are generally exercised by delegation.
3. When analysed, sovereignty is naturally divided into three great powers; namely, the legislative, the executive, and the judiciary; the first is the power to make new laws, and to correct and repeal the old; the second is the power to execute the laws both at home and abroad; and the last is the power to apply the laws to particular facts; to judge the disputes which arise among the citizens, and to punish crimes.
4. Strictly speaking, in our republican forms of government, the absolute sovereignty of the nation is in the people of the nation; (q.v.) and the residuary sovereignty of each state, not granted to any of its public functionaries, is in the people of the state. (q.v.) 2 Dall. 471; and vide, generally, 2 Dall. 433, 455; 3 Dall. 93; 1 Story, Const. Sec. 208; 1 Toull. n. 20 Merl. Repert. h.t.

Alot of discussion with some friends at CPD about pcso taking over, and the consensus is that if the sheriff can show savings, really good savings, it will happen. As for Largo, and Pinellas Park? who knows. I currently live in St Pete, and talk here is that St Pete wouldnt even consider it a year or so ago

Not neccessarily the PD as opposed to the local government. Also the citizens of an area have been known to prefer having their own local PD.

I would imagine that the SO would absorb CPD personnel? Find it hard to believe that it could happen in St. Pete.

I dont think theres a chance in...that st pete would have pcso take over,,,most of the rank and file officers/detectives would be absorbed, along with some sgt's, but above that? PCSO is already "top heavy"
