Onondaga County - Public Safety Pager

There's an unidentified channel on 454.6 MHz that is transmitting what sounds like 600-baud followed by 1200-baud pager bursts. I can't find any matches to the RR database. My guess is these might be public safety/first responder paging ... possibly from the CNYICC system. I'm receiving the signal just outside of Phoenix area.

Does anyone have info on this channel?

I caught the station identifier: FCC Callsign WQUH413 (ADAMS, DAVID)

It's registered to Adams Communications. Weird - that license only lists VHF frequencies.

454.600 falls under Part 22, so it wouldn't be licensed under an IG license, but rather a CP license. WPVG943, to be specific.
