I have heard the testing as well and have been wondering the same thing. In Onondaga County I do know that the 911 Center has moved to the back up site for two months while they renovate the primary center. Not sure if it's issues at the backup center. I don't believe the primary center has any radio consoles at the moment, so I don't think its testing from there.
