I live in Michigan Metro Area of Detroit. I am wondering is there any Law Enforcement NOT Encrypted in Ontario

OPP in Zone 2-3-4 is about it, with the changeover coming. Pretty much it. Those zones are far from you.

The one I found is listed as full Encryption but has been in the clear for a long while.

That would be LaSalle. They are going P25 enc anyways soon, 800MHz and not part of the city of Windsor's system. LaSalle wants to be their own thing and not be connected to the city as much as possible. Not sure if the fire dept will be joining them or not but my guess would be yes. Once they change over soon that leave 1 small city with a DMR channel left
