Open sky monitor

Have a question about the Pennsylvania State Police and their Open Sky system. I wanted to purchase the cvs file to download into my digital scanner but wondering since it cannot be monitored does the BCD 996XLT still able to follow the system? Also every time someone keys up (talks in their radio) what will I hear?A digital noise? Is there specific units or groups listed in this cvs file? Such as different divisions of the PSP like patrol, Criminal Investigations, Vice, etc? Also was interested in the 700mgz PSP P25 system for the helicopter can that be followed and monitored? Any info would be appreciated before I fork over the cash for the subscription. Thanks in advance!!

Click on the Databases tab, then select Pennsylvania. Scroll all the way down, the link is there for the 700 MHz PSP P25 system you are looking for.
Yes it can be monitored with a phase1 capable scanner, which you already have

No scanner can track OpenSky, period. If you hold on the frequency all you will hear is some digital noise. Also, for the 700 system, you will have to be near one of the towers to pick it up. That system is designed for air ops, which do not require nearly as many tower sites as ground units. In the Philly area the closest tower is in Quakertown in Bucks County, which you wouldn't be able to hear on the ground from the city of Philadelphia.

The CSV files contain exactly what the DB has. In the case of the PA Open Sky system it's only frequency/tower/location information NOT the talkgroups for the agencies. It is not for sale. If you are a paid member, you can download the system information, just like any other system the site has information on.

rkm1215 thank you for the information. Im sorry I didnt mean it was for sale. You have to subscribe for access thats understandable. I found the Open Sky is being phased out in the next five years? Hopefully that is correct this system terrible. I saw that some USB dongles along with software are trying to make it possible to monitor it. Hopefully they phase it out much sooner. Not being able to monitor routine traffic is very frustrating. Reminds me of the feds with their AES encryption in a sense. I think the people/taxpayers should have a right to listen. Maybe not to sensitive conversations but things like traffic stops etc should be open. My two cents. Finally, if this system has no talk-groups and if you program one of these frequencies in, lets use my county for example: 79001 (13499) Wilkes-Barre (LUZE01) Luzerne 851.38750 851.63750, your saying that once these channels are programmed in conventional mode Im assuming, all I will hear is that great digital noise every time someone keys up the mic? My understanding of these systems is that a channel is assigned then a code is used so that different units in that barracks can use the channel without another hearing that conversation. Im trying to understand all this as Im not familiar with trunking. Thanks to all for the info and in advance.

The Open Sky system DOES have talk groups. It is a digital trunking system. Either they are not known or there is no sense in posting them since no scanner can decode it. It would be like asking for the talk groups of a P25 system when you have an analog scanner. You'll have them, but they would be totally useless. And what you will hear if you program one of the frequencies will be digital noise if it is an active control channel. You will hear no comms...period.

The system has talkgroups, just as others have posted however, currently there are no open source methods of trunk tracking this type of system. Therefore, unless you have the specific programming information from the agency that programmed this type of radio, it's almost impossible to determine the talkgroup programming info.
