Open-Sky

I live in Ulster County. When it comes to scanning I like to listen to Ulster, Orange and sometimes Dutchess Counties. I just got a BCT-15 and while I am tring to figuire this scanner out I was thinking that New York State is going to slowly switch over to open-sky. Is this something that will effect my area soon or are we talking a few years down the road. I would hate to be spending money on scanners when in a few months all I can listen to is school bues or a taxi service. Thanks for any help..Ray
