OpenSky and PSP

If public safety officials are complaining about OpenSky not working like it should, why is the Commonwealth of PA pushing everyone in the state to go to opensky? By everyone, I mean state agencies, not individual counties or municipalities. I've heard that PennDOT out in the more rural parts of PA are switching back to VHF low because the 800 mhz system does provide adequate coverage. Wouldn't you think that if PennDOT is having a problem, then the PSP would. Why haven't the PSP switched back to VHF?

Because if the state said "no, don't get on board with our radio system" they would be admitting that it's crap and that hundreds of millions of taxpayer dollars have been wasted on sub-standard technology not fit for the purpose for which it was purchased.
