Opensky PSP receive with a Harris Radio possible??

I know that OpenSky is on its way out in PA but while it's still being used if a person buys a Harris Radio that had OpenSky Built in can one program it to receive the PSP? I know you can't transmit that would be very illegal!!! I'm just wondering if one had a Transciver that they used is it possible? This should not break any laws since it's not encrypted (as far as I know) I was thinking of a HARRIS M/A-COM M7300 700MHZ MOBILE RADIO (P25/OPENSKY)

Along with PSP being on Open Sky they use AES-256 encryption. The only thing an Open Sky radio would be good for is 700/800 MHz Conventional Analog and P25 channels.

Even if it were possible, why would one spend hundreds on a radio just to receive a system that is due to be replaced?

If it were that easy, there would've been a ton of threads posted over the years detailing how to do it.
