No, Harris has not agreed to license it, and it's implementation around the country is too small to justify the expense for scanners, even if Harris were willing. I also think the protocol is so different, that it would not be compatible with today's scanners.

One of the other DB admins decided to tackle the job of wading through the licensing for the nearly 1,000 transmitter sites this system has in order to get the frequencies listed purely for reference.

You still cannot listen to the system.

Chauffer6 is working on this for the sake of data completeness, I believe. He can chime in more when he gets a chance.

Yeah sorry for the false hope, OpenSky is still unmonitorable.

The reason I added/updated all of the sites was for the benefit of those who come across these OpenSky frequencies during searches of the 800 band, and want to track down what they are hearing. The PA-STARNet system has been in the database for quite some time, but only ever contained a handful of sites. Even after the system went through rebanding, the old 866-868 frequencies remained in the database. I figured those should at least be changed to their current frequencies, and since I had been working on a spreadsheet of all the sites for the past two years...well, what you see now is the end result of a lot of insomnia filled nights!

OpenSky was the reason I have been out of the hobby for a few years. The county I grew up in (Cumberland County, PA) went to OpenSky and it killed the hobby I had since I was a kid. I have since moved to a neighboring county which still utilizes VHF and UHF and am back in the game. It woud still be nice to monitor since most law enforcement in this county is done by PSP who are on OpenSky, but I know that will never realistically happen. So, I will have to be satisfied with the limited local police radio traffic and mostly fire and EMS. Maybe I'll invest in an attic antenna like I used to have to get better coverage.

One good thing about this is I can lockout those frequencies for doing searches. The analog noise it puts out is sharp and annoyingly loud.
