Golden Guardian 2010

Operation Safe Port The Sacramento Regional Office of Homeland Security and the California Emergency Management Agency will conduct a full-scale exercise in the Port of Sacramento under the Governor's Annual Golden Guardian Training Exercise Series. The theme for this year's exercise is port security.
The Golden Guardian Exercise Series was first implemented by Governor Arnold Schwarzenegger in 2004, and has become an annual statewide exercise series conducted to coordinate prevention, preparation, response and recovery mechanisms of city, county and state governmental entities, as well as private sector and volunteer organizations. The goal is to build upon the lessons learned from these exercises.
On Wednesday, May 19, 2010, beginning at 9:00 a.m., "Operation Safe Port" will take place in the Port of Sacramento. Various regional, state and federal agencies will be participating in the exercise. The exercise will include a simulated terrorist attack taking place on a ship in the Port of Sacramento. It will include hostages, casualties, fires and the possibility of a bomb on board. This is a unique opportunity for agencies to see simulated terrorist attacks and the devastation it can produce, as well as the multi-layered coordinated response utilizing resources to protect our community.
Media is invited to attend and will have limited access to the exercise site; please arrive no later than 10:30 a.m. Contact Sergeant Norm Leong at (916) 221-0420, to obtain the media staging location.

Getting traffic on WSP 2 (64976), CYTAC4 (64048) and they are talking about ITAC4 (868.0125) but not hearing anything on that channel as of now.

I caught all this traffic today and guessed it had to be a drill and not a real incident. My guess was reinforced when I heard so many dramatic things being stated and a number of different tac channels being used by various agencies. My only "surprise" was that a press release of this incident was not posted here before today. Thanks.

Many news organizations don't put notifications in the paper until the last moment under the theory that most people won't remember what was printed several days earlier.

The exercise was carried out at ports around the state. Homeland Security helps to sponsor and plan these throughout the state on a rotating basis as part of the process for states to remain up to date for other funding. It also serves to bring together agencies that may not work together on a regular basis so that they can at least see other groups' capabilities.

I was a volunteer at the last two events - two years ago at Sierra College for Placer County, and three years ago in Elk Grove for Sacramento County.
