I just heard this come thru on the P-Burg Relay.
I didn't get the whole transmission b/c I walked in the room kinda late.

Operator 1 and Call Sign KA5824.
looks like it's a blanket license for the whole state on the Car Side Tx frequency.

what is this used for?

KA5824 is the license for the HP's mobile stations. I have no idea what operator 1 is.
When you hear troopers talking, they are operating under that license.
They are actually supposed to ID with that callsign at the end of every transmission, just like the base stations, but nobody ever does.

Operator 1 is more than likely Jim Biggerstaff, Director of the Communications Division of the Missouri State Highway Patrol... Would imagine he was probably headed to the State Emergency Management / Missouri Emergency Preparedness Association Conference being held down in Branson (where some of us are... :p )
