Opinion- most reliable freq/carrier for comms in rural, hilly large area of 0-100 miles

In all your experience folks, all things bring relatively equal, what would you say is the "best", reliable two way radio communications frequency/carrier for range in a rural, hilly, fairly large area of say 0-100+ miles (no skip zone) mobile to mobile, and then mobile to base?
10m SSB
6m SSB
2m SSB
Low band VHF (30-50)

Just wondering what some folks with far more knowledge and experience than I have found for simplex comms.
I've "read" 2m SSB can do 100+ and low band commercial 0-50-100 miles, not do much with 10m or 6m.

So again the scenario would be 100 watts Mobile to mobile (vertical antennas) and 100 watts mobile (vertical) to base (typical 50' antenna, 100 watt base), so basically 100 watts per station all around. Just simplex, no HF, no tropo, no repeaters, no NVIS.

2m SSB
Low band VHF commercial 30-50
