My guess would be the Detachment's Zones that he may be talking about. Example.
Renfrew Detachment has 4 zones as follows:
Renfrew O.P.P. Detachment (3Tango)
Zone 1 - "East Zone" - McNab/Braeside Twsp, Horton Twsp.
Zone 2 - "South Zone" - Greater Madawaska Twsp.
Zone 3 - "West Zone" - Admaston/Bromley Twsp., Ross Twsp. (Whitewater Region), Village of Cobden
Zone 4 - "Central Zone" - Town of Renfrew
T4102 - MTO Enforcement
3A046-HQ-Admin Units, Hwy Rgrs., K-9, Invest.
3A061
3A064-K9
3T801-Marine Unit
3T0xx-Admin - Court, Sgt., Staff Sgt., Supervisor, etc..
3T10x- Zone 1
3T20x -Zone 2
3T30x- Zone 3
3T40x-Town of Renfrew
By the way, if anyone has any updates on this sort of stuff for your own area. I'd like to be able to obtain an make a list of as many unit ID's as possible.
My Eastern Ontario one is coming along fairly ok. But could use more.

They could be referring to the channelization of their radios, perhaps? Our local XTS users have different zones (like banks in scanners) programmed in with different agencies.
