Optocom System?

I've noticed a few of these around the metro, and was wondering if this could be tied it to some sort of Optocom system for traffic control devices. There is only one per intersection though and its at a 45 towards the center of the intersection. Looks as if it is almost like the GPS antennas used at tower sites.
