I see in the data base that UCF is a user on the system and Encrypted?
Is that correct?

Yes it is correct, they were not happy with the SLERS system (generally coverage and radio problems, even though the Iron Bridge WWTP SLERS site is two miles away) and got new radios when they built their new HQ, unfortunately they decided to stay encrypted like it was on the SLERS system.
