Orange cty scanner question

Good evening my brothers and sisters of orange cty and/or state. My brother currently lives in OC, about 40 minutes west of Orlando (near Disney) and would like to have a scanner to listen to in his work truck. I have a spare 436hp, and a 325p2 to lend him for a trial. I'm leaning towards the 436 since he's new to the scanner hobby. From research, I understand that the sds series is ideal for his current location. Is it worth lending him my spare, or should I just tell him go for the sds100 altogether? I'm currently in New England with lots of options, but OC looks like has been some simulcast sites to listen to that the 436 would not be capable off picking up. Thoughts? I do have dmr and NXDN upgrades on it, so he can pick up other systems. He does want to listen to PD, but I already warned him that PD looks to be encrypted down there. Thanks.

Is your brother a licensed Amateur operator or otherwise authorized to have a police capable scanner in his vehicle? Doing so in Florida without authorization is a crime.

Its not a matter of being strict, it's the law. Some officers would ignore it, some could be less understanding. It's not a traffic citation, it's a criminal offence.

all law enforcement in Orange County is Encrypted, Osceola pretty much too, I think he will be too far for Seminole and Lake is pretty much everything encrypted, Fire in Orlando and Orange County is in the clear as is Medcom, and the SDS is the only way to go, it is Simulcast Hell
