Here's a start. Add the ATC UHF freqs Seattle (ZSE) Air Route Traffic Control Center Scanner Frequencies and Radio Frequency Reference near you 279.600 is probably best. Add the PDX UHF freqs Portland International Airport (PDX) (Multnomah County) Scanner Frequencies and Radio Frequency Reference
I also have these freqs from flights and training over the years. 225.875, 298.3, 291.7, 282.6 ANI Tanker, 239.25, 239.7, 300.225, 271.0 Bigfoot, 357.35, 259.2, 275.35, 237.8, 251.6, 303.1, 300.125, 321, 235.25, 300.1. A discone and elevation might work, but a gain antenna might RX better. I don't know if the AV2075 or AV2091 can still be gotten cheap, but they work really well.
Thursday 0900-1400 is usually a good day and time for monitoring training.
