Orion system working, not Stars or Virginia Beac

I have a BCD 396T. I was able to manually get orion freqs to work. Stars no go, and virginia beach no go. I tried to use ARC 396 software, but couldn't match up the inofrmation I had to what the software asked for. I could use some help. Yes I have been reading the sorftware instructions, just didnt explain P 25 very good. Yes I have the latest version of the firmware. Some help would be great.

on stars select your talk group and just select a tower close to you and work more towers form there
i am in suffolk and only use the chesapeake franklin and hampton towers

VIrginia Beach beach P25 only program site 2,Site 1 will not let you hear the cities emergency services
