Here is what I have been able to determine from monitoring the system
the past few weeks regarding aircraft speed enforcement. Now this applies
only to how they are operating in southwestern Ohio (Cincinnati/Dayton metro area.
I don't know about the rest of Ohio.
When working with OSP units on the ground they use the TAC talkgroup of
the post whose area is being covered. For example working I-75 north of
I-275 in Butler County they would use POST 9 TAC (32048).
When OSP aircraft are working with other agencies they use ECOMM-8 (64016).
This week they were working speed enforcement with Cincinnati Police units
using ECOMM-8. Last week they were working with Hamilton County Sheriff units.
The ECOMM talkgroups may be set up by OSP Districts. All of southwestern Ohio
is in District 8, thus they use ECOMM-8 in favor of other ECOMM talkgroups.
Furthermore this suggests that other agencies aside from state agencies have the
ECOMM talkgroups programmed in their radios.
