There are two ways of setting up your scanners to alert for weather events.

If you plan on using your scanner as a dedicated weather radio which will allow you to program it to only alert for Otero County, then you will want to use SAME Standby Mode.

For the Pro-2096: See Page 31 of the manual.
For the Pro-652: See this section in the Easier to Read Pro-651/652/106/197 - WS1040/1065 - PSR 500/600 Digital Scanner Manual.
FIPS code for La Junta WWG23: NOAA Weather Radio WWG23
FIPS code for Fowler WWG44: NOAA Weather Radio WWG44

If you plan on scanning normally and having it interrupt your scan every few seconds to check for a weather alert, then you can setup a weather priority. Note that it will alert for all events and there is no way to filter the alerts.

For the Pro-2096: See Page 62 of the manual. Note that there is a note in the manual saying that the scanner does not do priority weather checking when listening to a trunked talkgroup. This would mean that when it stops on an active talkgroup on DTRS, then it will not check for weather alerts.
For the Pro-652: See this section in the Easier to Read Pro-651/652/106/197 - WS1040/1065 - PSR 500/600 Digital Scanner Manual.
