Digital scanner would be the best bet, but you are limited to Police communications in the city.....
Ottawa Fire, and Ottawa Police are on the EDACS, but Ottawa police cannot be monitored by any scanner on the market. They use a modulation called Provoice, but operate on the City EDACS system.
OPP which really only monitor hwy 417, and hwy 416 traffic, so any accidents on the queensway you would here something about opp responding/blocking lanes, closing ramps . They Are p-25, which require a digital scanner.
EMS are also on the same system as OPP but are analog, trunk tracking scanner will monitor this.
The Fire depts in Ottawa are paged through digital paging, but dispatched through EDACS system.
As for Gatineau
The SQ (quebec provincial police) for the gatineau, and pontiac region are analog.
Gatineau Police and Fire are digital , Police are encrypted
OC transpo Police are also on EDACS , but still have a patched system on the old UHF channel.
So it all depends what kind of system you want to monitor, and the ones you are able to monitor, and the others, you can't by the way of a scanner.
If you can do without ottawa police and gatineau police, everything is pretty much monitorable.
