Ottawa CB Ch 6 prerecorded message keeps playing

Anyone heard this before? It's a prerecorded message that plays all day every day for the past week or so.

No, it doesn't sound like Spanish. More like Southern American accent.

I remember when truck stops used to use pre-recorded messages to advertise their wares. (Occasionally, ladies of the evening would do likewise.) They may still do it. I don't monitor CB on the road so I don't know.
