I looked at FCC licenses, and FCC licenses for Clay Twp and Genoa have been expired for many years. They are probably on the trunked system.
Did you look at the DB?
Clay Twp and Genoa PD probably share TG 2040. And someone else has already posted Allen-Clay Fire in a later post.

You asked the same question in the Ohio MARCS email group a few days ago; answer is still the same, they're on the Parma/Medina/Ottawa system. The same is true for Clay Twp PD.
Genoa appears to be a very small department (three full-time officers including the chief) and there have been no talkgroups identified for them, so they're probably dispatched by the Sheriff or one of the other municipal police departments on that agency talkgroup.

On the Parma/Medina/Ottawa system Allen Clay FD 2130, Genoa PD 2112, Clay PD 2040. Mostly dispatched on Sheriff dispatch 2001 and County fire 2101.
2112 is a fire operations talkgroup.

It appears that each agency that is dispatched by the Sheriffs office has a separate Tac. I was able to figure out 3 of the 6 TG's on recent trips to the area.
I was unable to figure out GENOA, ELMORE, or CARROLL PD Tac channels.
Then each agency that self dispatches also has their own tac.

I didn't look, but if any/all of those are not in the DB, please submit them. Sounds like you are saying those are all Law Enforcement so you'd want to specify that since your descriptions do not indicate PD.
Did the Danbury tac have unique RIDs? Last I knew they were paged out on VHF then used their UHF system
Danbury is dispatched by the sheriff's department, they acknowledge the call on 800, than go to their UHF channel.

Not sure how you figured this out, but Oak Harbor and Port Clinton don't use this system. The Port Clinton Disp and Oak Harbor Disp talkgroups are mainly used as interop between those agencies and the SO. I have never logged a tac talkgroup for either of those agencies. Clay Twp does not dispatch for themselves, they use the Sheriff Disp talkgroup.
