I suggest monitoring any Emergency Management frequencies &/or the countywide fire frequency at siren test time (generally the first Saturday of the month at 1 pm). When you hear tones followed by the sirens going off, you have it. Otherwise they may still be controlled via phone lines.

Do you have a scanner with closecall or something similar? Some of them have 2-way communication. You could use closecall while close by to one during a test to find the freq. If it's 2-way, they also periodically poll them for status and alarms. Can be really annoying if shared with a voice channel.
