Outside agencies on NYPD radio system

Good Evening,
Can outside agencies such as the Port Authority Police accesses the NYPD radio system? If so how often does it happen and how would they ID? Thanks.

Yes, it happens here and there. Most of the time just "(agency) portable". State Police will sometimes come over with their unit number.

So it's not uncommon for say the Port Authority or Amtrak PD to come up on the NYPD radio system? Have they always had accesses or did they do the after 9/11? Thanks

Access by outside agencies* to the Department's radio was granted by the New York City Police Department well before 9/11, and vice-versa. While, as '3825 states above, generally speaking, outside agency users will identify themselves in the clear, there are instances where select outside agencies do not wish to use NYCPD channels and ID themselves in the clear. In those instances "RMP" numbers have been issued to those agencies so that when they key up, their traffic will sound like a typical NYCPD unit - and the same applies in reverse, in other words there are select NYCPD units that have dual radio IDs, one for use on their home system, and one for use when using outside agency channels.

* Not just DSP, Port Authority of NY & NJ, and AmTrak Police, but also:
FDNY*EMS
NYC Office of Emergency Management
NYC DoF Sheriff's Office
NYC DHS Police
NYC DoITT (although, now that the agency has been disolved, I can't confirm that the new agency has access anymore, but I suspect they do).
NYC Department of Investigation
NYC Department of Probation
NYC Department of Transportation
The assorted County District Attorney's Offices
Bergen County Sheriff's Office
Mount Vernon Police
Nassau County Police Department
MTA Bridges and Tunnels
NYS Department of Corrections and Community Supervision

I wonder if things have changes over the years. I have a friend who works in one of the agencies you have listed and he has no NYPD freqs programmed in his issued agency radio, or any radios within his agency.

I wonder if things have changes over the years.
Probably, and is likely to change again with the recent migration to P25 w/encryption. I've noted that some members post "info" that is quite outdated, leading to confusion.

Oh and who the heck is "NYCPD"? Are they related to "NYFD"? 🤦‍♂️

NYC Dept. of Sanitation Police do have access but they only use CW3. When I worked NYC*EMS/FDNY/EMS I heard them several times calling for a unit or an occasional 10-85. HHCPD has no reason to have NYPD in their radios as their dispatchers have a hotline to the NYPD CW Disp. for emergencies and they do not have mobile units anymore.. Most other units will come over CW1 SOD if they need something in the city limits. When I worked EMS we usually went over the division we were in if we needed a unit. In the old days we would go to the local Pct. and sign out a portable for the tour.

I know someone in HHC PD who explained this to me and how they have it is weird. Every hospital that has hospital police with the exception of three are on DMR but I’m not sure if it’s a full DMR trunked system or one channel. Coney Island Hospital, Kings County Hospital and Lincoln Hospital are on analog but I don’t have the info for CIH or KCH. I can confirm those two on analog because their officers utilize Vertex VX-537s with a HHC stamp in the center (in lieu of the “Property of NYPD” stamp). I don’t know what radios does Lincoln carry but I know they’re fully analog still. Every hospital has an NYPD liaison assigned to the hospital and that person goes over the local precinct and each hospital director (who’s usually a retired NYPD cop) has a radio programmed with PD Zones. On the radio they’ll go over as the precinct and the hospital name (for example, Bellevue Hospital in the 13th Precinct will go over as “13 Bellevue Portable“ or “13 Bellevue Liaison”), I’ve heard the cops at Lincoln Hospital in The Bronx and Metropolitan Hospital in Harlem go over as “Lincoln” and “Metropolitan” portable respectively. Sanitation has access to PD (I’ve heard them go over on the 43 during a car meet next to a sanitation facility). Other agencies and entities such as NYC DHS (Homeless), private agencies like Sea Gate Police, Co-op City Police, Parkchester Public… I mean Police, Spring Creek Public Safety and Hunts Point Public Safety (who like HHC have their own DMR freqs. and utilize the local analog precinct under whatever circumstances).

I can tell you for a fact you are wrong. NYPD not NYCPD has their own RMP numbers and they do NOT issue RMP numbers to outside agencies. FDNY/EMS does not have RMP numbers, they have unit numbers and that's what they use on PD if needed. I worked for FDNY/EMS for 24 years until I retired in 2011 as a Lt. and the other outside agencies use their own vehicle numbers when they come on the air. I don't know where you are getting your info from but it is 100% wrong. Every NYC agency has their own identifiers in their radios and the NYPD and FDNY can see what unit it is when they key up their radios as they have to log on at the beginning of their tour with their radio numbers in their MDT's. As for the other city agencies I don't know if the NYPD is capable of seeing their ID numbers when they key up their radios.
