Assuming you mean the Starcom21 system in Illinois. It is a 700/800 MHz system so antennas cut for that band usually provide better performance.

For an all-around antenna a Discone is pretty standard, especially due to the dearth of good scanner antennas otherwise available these days.

A good rule of thumb is that elevation is your friend with scanner antennas. Get a decent hunk of metal up in the air.

I'm also a ham and the discone great for 2 meter, 70 cm , 23cm and 6 meters. I've made QSO's on all of those ham bands using that antenna. Mine is about 30 feet high.. and I also use it for my SDS200 scanner.
